By-Laws

1. The President of the Association shall preside at all meetings of the Association, originate policies or programs, and perform the duties usually incumbent upon the presiding officer. 

2. The 1st Vice-President shall in the absence of the President perform the duties of the President and send out any bulletins of general interest to the membership.

3. The 2nd Vice-President shall undertake the maintenance of the present membership, solicitations and the building of new membership.

4. The Secretary and Treasurer shall keep full and accurate records and minutes of the transactions of the Association and Board of Directors; receive all money of the Association; keep a true and just account of the same and disburse them upon the order of the Board of Directors; and perform any other duties usually incumbent upon the Secretary and Treasurer.

5. It shall be the duty of the Board of Directors to transact all the business of the Association, not otherwise provided for in the Constitution or in the by-laws.

6. All applications for membership shall be referred to the Board of Directors and shall be favorably acted upon unless more than two-thirds of said Board of Directors object to the admission of the applicant.

7. Election and installation of officers and directors shall be held on the second day of the Annual Meeting. Immediately after the report of the Secretary and Treasurer the presiding officer shall notify the membership of the nominating coinmittee of four members, whose duty it shall be to propose for election members who have expressed their willingness to serve the Association as officers or Directors for the following year. Any member has the privilege of making nominations from the floor. This paragraph shall be read to the convention by the presiding officer at the time the nominating committee is appointed.

8. All officers, except the Directors, shall be elected for the time of one year or until their successors shall have been chosen by the Association at the annual meeting of the Association. At the annual meeting the necessary number of Board of Directors shall be elected to serve two (2) years or until their successors shall have been chosen by the Association at the annual meeting of the Association to maintain fourteen (14) elected members as stated in Article 3 of the Constitution.

9. All vacancies in the Board of Directors shall be filed by the Board of Directors for the unexpired term.

10 The items may be amended or changed in accordance with item 9 of the constitution.

11. The fiscal year of the Association will begin July 1st. Any membership received after the first of the membership year will be accepted on a quarterly basis.

12. Any member in arrears for annual dues or other dues longer than thirty (30) days shall at the discretion of the President and Secretary be deprived of all benefits of the Association or any participation in its activities.
